Experienced litigator and employment law advisor
Monique Carter is an experienced litigator and trial attorney who also advises employers on all aspects of employment law and disputes. She applies her deep knowledge of trial practice to the full spectrum of labor and employment litigation, including:
- Discrimination
- Wrongful termination

- Wage and hour disputes
- Class actions
Prior to joining Quarles, Monique served in various capacities in the San Diego County Public Defender’s Office, including trial attorney, supervisor, and chief deputy of training & development. She has tried over 50 jury trials to verdict in a wide variety of cases ranging from murder to real estate fraud to a shaken baby syndrome case. Her experience as a public defender gave her skills for organizing complex cases; preparing cases for trial; retaining, utilizing and cross-examining experts; preparing lay witnesses; and selecting and persuading juries.
