School Capital Funding Consideration in a Changing Financial Market
Since the Great Recession in 2008-09, Wisconsin voters have approved over 470 capital funding questions at referendum, totaling over $10 billion. This capital funding need coincided with unprecedented volatility in interest rates. As a result, school leaders have navigated historically unique challenges as they entered the municipal bond market to fund these new projects. This session will discuss the impact of federal policy intervention on interest rates and strategies that can position school districts to reduce financing costs.
