Michael Aldana, labor relations attorney at Quarles & Brady LLP in Milwaukee, urged employers to proceed with caution even after the right-to-work law is approved.

“Following the Act 10 legislation which severely curtailed collective bargaining rights of many Wisconsin public sector employees, a right-to-work law here will be another significant blow to Wisconsin unions. Recent experiences in other states show that an impact of the law will likely be a drop in union membership. For example, in Michigan, a former union strong-hold, union membership fell sharply in 2014, the first full year under the state's new right-to-work law. It's generally recognized that these laws erode the influence and power of organized labor — if unions have a harder time collecting money for the services they offer, they have fewer resources with which to work,” Aldana said.
